The General Assembly created it in House Bill 33 of the 135th General Assembly — the state operating budget — which added Section 3319.2213 to the Revised Code. It took effect October 3, 2023. Everything below is what that section actually directs.
The State Board of Education is directed to enter an agreement with an Ohio construction trade organization — the statute names ACT Ohio as its example — to develop a program educating counselors about building and construction trades career pathways. The Board signed a memorandum of understanding with the Affiliated Construction Trades Ohio Foundation.
ORC 3319.2213(A)The statute requires the program be completed at a building and construction trades training facility. That is why there is no online version — the law puts you in the shop. Sessions run at joint labor-management apprenticeship training centers around the state.
ORC 3319.2213(A)Two things must be covered: the pay and benefits available to people working in the trades, and the job opportunities and available apprenticeships across a list of crafts the legislature wrote into the law itself.
ORC 3319.2213(A)(1)–(2)A licensed school counselor serving students in any of grades 7 through 12 completes four hours of this training every five years, and it qualifies toward the professional development activity requirements for renewing a pupil services license in school counseling.
ORC 3319.2213(B)(1)Local professional development committees are directed to incorporate this training into the independent professional development programs for counselors serving grades 7 through 12 — so it belongs in your IPDP, not alongside it.
ORC 3319.2213(B)(2)The participating trades facilities, or the organization the Board contracted with, bear every cost associated with the training. The same division obliges them to run enough sessions that counselors can actually get a seat within each renewal cycle.
ORC 3319.2213(C)The requirement follows the students you serve, not your job title.
If you hold a Pupil Services (School Counselor) license and work with students in any of grades 7 through 12, the training is part of your renewal.
Per the State Board, counselors who are not working with students in grades 7 through 12 at the time of renewal do not have to meet this requirement to renew.
If you begin working with grades 7 through 12 during the last two years of your five-year renewal cycle, the statute pushes the requirement to your following cycle.

You receive an email or on-screen confirmation with the date, time and address of your session.

A certificate of completion is emailed to the address you registered with. Give it to your LPDC for renewal credit.

ACT Ohio schedules new sessions region by region across the calendar year, based on where licenses are coming up for renewal.
